I'd guess the majority of bicycles don't have bells.

It's kind of silly to have a legal requirement that isn't generally adhered-to. That is, the lack of adherence is some indication that the law isn't effective.

That there is or isn't a law is somewhat separate from whether or not a bell is useful.

I have a bell but I don't think it needs to be a legal requirement.
