I don't doubt that at all. Many people work independently to improve cycling in Indiana. In my small piece of Indiana, I participated in city planning meetings, non-profit boards, rail-trail meetings, county commissioner meetings, and hands-on activities to promote and improve cycling related laws and infrastructure. We got things done; mostly local.
Sometimes having a short conversation with a key person can have significant impact.
