Looks like a
Topeak Survival Gearbox. I prefer to mount mine on the seat tube in the same spot, but turned around and just under the seat stays - less obtrusive looking on the forward triangle and doesn't get in the way of the water bottle. They're neat little tool kits that just happen to be pretty cheap.
