Take it to a real bicycle mechanic...Truing a wheel is really a skill...somebody with experience can take a hop out of a rim to a pretty good level...they can also tension the wheel properly and get it going again. If it was a garage queen as yous say I bet if you clean the hubs and service with light weight grease, and have it trued up right it's fine. I have a set of OEM Araya CTL-370 wheels light...scary light, they had a bad reputation and I still ride them, this was a garage queen centurion. I'd get a few opinions before accepting the LBS mantra. I think LBS usually implies Local Bicycle Scammers...it's not that all bike shops are bad. It's just so few have attention to detail and really care and know how to service older bikes.
