I've had this issue before with Sram 10-speed. Basically, if you set the limit screw exactly where you think it needs to be without tension, once you add tension, the RD struggles to get down there. I've found that letting out the limit about a 1/4 turn usually solves the problem.
Agreed. Limit screw is open up further just in case ...
