I won't argue because I don't have a dog in the fight. But my understanding was that phase 2 E911 protocol requiring location data to be made available to 911 services was required for the last 10 years or so.
As I said, I don't have a dog in the fight, so I suggest that anybody who cares does his own research. That's also true about the feature that detects motion to optionally lock out texts while driving or bicycling.
