That does
NOT give them the "right" to block the MUP, sidewalk, crosswalk or whatever right of way that they feel like blocking. As I am sure that in most cities, counties, states that there is a process to go through in order to get the proper permits to park in the street.
While we are at I am also
NOT a fan of on street parking, particularly on narrow roads.
