It's a mailard and takes a fairly rare large 31mm Mailard freewheel tool. I would say take it to a bike coop or established older bike shop to see if they have a tool to take it off. These were only used on the early 80's competition freewheels and early hilicos which were only made for a couple of years and are now obsolete.
