Far too many motorists think that they can stop/park wherever the hell they like. I have personally encountered this while out walking and using the MUPs. People will "ignore" the stop line and stop so that they are blocking the crosswalk and then look at the pedestrian or the cyclist on the MUP like they're the one who is "crazy" for not being "grateful" for the little bit of space they left them in the crosswalk to cross in.
