As Higgins 617 mentioned, Rampar was a lower end brand marketed by Raleigh. This one doesn't look too bad however that frame needs to be checked out as it appears to be bent.

Stand back a few feet and look at it. See how the tubes that go from under the seat down to the rear wheel sort of curve near where the brake is mounted? That should not be there.
