No, the Park FR-4 will not work. It is too small a diameter (21.2mm) and has too few spines (20). The proper tool is 30.5mm diameter and has 24 splines. The tools linked by Metacortex in post #22 are the correct tools. I count 24 splines in your photo.

As suggested, I'd be checking out some of the older T.O. shops, who might have the necessary tool and be able to remove it for you. I believe Duke's Cycle is still in business and probably the oldest LBS in T.O., though I don't know how much they lost in the fire a few years back. Also, I recall reading that Mike BarryJr. had restarted Bicycle Specialties a few years back and he probably has all his father's old tools. I have the tool but it would be a 4-5 drive.
