I bought one of those Pacific Cycles tandems locally in Craigslist as a bare frame and built it up. I haven't had it out much, but it was ok for "trying out".
Since it was a bare frame, the first thing to go on were drop bars.
From your notes, your wife apparently has a hybrid, so isn't a road racer, so perhaps the tandem would work for the two of you.
