We have a M/S Cannondale road tandem dating from about 2003. Captain standover measures 74 cm if that would be small enough. Top tube is 54cm, but you can play with the eccentric position to effectively shorten that some, and I don't think running a very short stem has as much of an effect on handling for a tandem as for a single given the longer wheelbase.
