Bent Wheel 1983 Specialized Expedition

The problem: The rear wheel dish is off 3mm, so the rim needs to be moved 1.5mm towards the freewheel side of the hub. However the freewheel side of the wheel is already 2mm closer to the chainstay than the other side, so correcting the dish will just make the wheel even more off center between the chainstays. What would be the best course of action in this situation?

I’ve had this Bike about 15 months and the wheel being slightly off center between the chainstays has always been an issue. I had the rear wheel re-dished by a bike shop about six months ago and just decided to live with the wheel being off center between the chainstays. A few days ago I was working on the bike while it was upside down on a picnic table and a gust of wind knocked it off the table, bending the rear wheel. I was unable to straighten the Wheel manually, so I trued it using the spokes. After truing it I found the dish to be off by 3mm, which brings me to my present dilemma.

The wheel is a Super Champion 700 x 35 with 40 spokes.
