get the wheel's dish set correctly by a shop.

if it's then not correctly centered in the frame, the frame is your problem....

Also... by merely shifting washers/spacers to align the wheel, you have not actually altered DISH, you have only shifted the hub on the axle... and at some point, the chain may start rubbing on the frame, or the derailleur may no longer have enough travel to allow correct operation.

at best, you'll have to reset the stifting adjustments to compensate for the hub movement.

and i still think the frame/dropouts are the cause of your dilemma.
