Check to see if there any deformation around where the clamp bolt goes that may not be letting it tighten as originally designed. A previous over tightening may easily have deformed it.
i mean i know its changed. I've already measured with calipers across all angles. As I'm sure you're aware, calipers are not the right tool for measuring inner diameters accurately so its pretty much impossible to tell how much the tube has stretched within the resolution of the tool. The seatpost is extremely loose in the tube without a shim, there are no high points that are restriction to clamping.
