At any rate, I've never been clear where you are wanting to epoxy the shim. Seat post, inside seat tube, outside seat tube, or maybe inside clamp.

Outside seat tube or post seems easiest to me. As well easiest to remove and change if later condition warrant.

Still, it seem a toss up whether or not you should epoxy it on. Just more what make you feel better.
The clamp fits tightly on the outer seat tube, there is nowhere to shim. The inner portion of the seat tube is where the diameter is enlarged, either through wear or stretch. The shim is currently used inside the seat tube and that is where I'd epoxy it. Its just annoying to keep it aligned whenever I need to remove the post or make an adjustment.
