...if you're decided on this solution, I'm kinda curious why you would not just cut a nice long shim, form it, and glue it to the post, instead of to the seat tube ? In general, whenever post and seat tube fit is an issue, the preferred solution has always been to modify the post, unless you have access to a proper reamer....which most people don't.
