I tried FBinNY's suggestion. It seemed to work but it also froze my account (maybe while PP attempted to verify the address?) so I wasn't able to change back to my real address. I wound up calling PP and was told that I can in fact use a PO box address, as long as it's a real one. The address change needs to be made at both PP and Eb according to the agent who helped me.
