I think it might be the present of MTB already. Seems like it is the most common size on current decent quality MTBs.
Some companies actually tried to make a go at 622mm (29er) MTB bikes in the very early '90s but they just didn't catch on.
GT even made a drop bar MTB with 587mm rims in 1990. Good luck getting tyres for those wheels these days.

For a 587mm - use 650B wheels and cross tires, if they're available?
