FWIW, when I find neglected bikes with rust, the chrome areas always have more rust issues than painted areas. For some reason, chrome seems to be more susceptible to rust. And once it gets pitting, it will never look good.
My point regarding durability was meant to convey a stronger finish than paint when it comes to chipping actions. I believe forks and stays got chrome as it stands up better to chain skap and wheel removal dings.
Head lugs, panels and even full-chrome are aesthetically-driven treatments.
