When is the last time you lubricated the pivots/linkages on your RD, and what did you use as a lubricant?
How long has the rear shift cable been on the bike, and how many miles has it been since it was maintained?

If you do not have the answers to either of those questions, then you know why your cold weather shifting is slow.
