Weight loss depends as much upon total calories as it does the type of carbohydrates consumed.

Foods with a higher glycemic index are digested and metabolized faster. This causes a faster rise in blood sugar and a whole host of problems which include increased fat storage. A 200 calorie salad and a 200 calorie candy bar have vastly different impacts on the body. All things being equal, a person who eats low glycemic foods will loose weight faster.
