Something sounds wrong. I'd believe that a steel frame lost its alignment over time, but chances are that no Cannondale aluminum frame, other than one that's visibly bent from a crash, has ever "moved," despite what a mechanic using a Park alignment tool says. Not saying it's impossible, but it's extremely unlikely.

If it were me,I'd take it to a local framebuilder for a second opinion.
