I don't think it's a Peugeot. The chainstay housing stop is a single piece, not the usual loop and stop seen on Peugeots. To my eyes, the angle of the seat stay tops looks different too, less tapered than a Peugeot.
Those 2 details are a match for my '71 PX-10, which has the same single stop and seat stay caps. It also has the same fork crown details with the fancy crown. My 2 cents says this is a '71 PX-10.
