Pretty interesting. I saw a Performance-branded bike years ago with Tange 1 decals and a splatter paint job (over all-yellow). Seemed a lot like a National plant product.

Cilo had cutouts like that on their lugs, but so did others.

Also of note is the very low wear on the wheels. Definitely one to take a look at.
