My Garmin says it's not enough cardiorespiratory stress to maintain my fitness, and contributes only slightly more than a short, easy swim to my training load. That's about what I expected, now it's confirmed.
Also, the HRM-Swim is really uncomfortably sweaty out of the water.
My hrTSS for lifting is usually about half my CTL, so your Garmin is correct. But if you ride for only an hour first, you might hold even or get a little bump. You can get an ordinary strap for $16.95:
