Modulating Braking Force with Rim Brakes and Carbon Rims?

From another thread which didn't need to be hijacked...

With carbon rims, you want to "taps" multiple time to brake like "stop-release-stop-release", never long squeezing braking or else heat will built up quickly and may risking damaging carbon rims surfaces.
Is modulating braking force not possible with carbon rims?

Dabbing the brakes like this seems inherently dangerous and if this is the case then I'd never own such a wheel. Never having used them however, I'd like to hear what those who actually own carbon rims have to say before passing judgement.
