Yes, neoprene booties can keep your feet warm. They are not wind proof though, so if buying new, I’d get a model that has a nylon exterior for wind block. If you buy them locally, bring your bike shoes to make sure the booties fit.
I’ve been using Performance brand for a while as they make an XXL which fit over my mt. bike shoes. Road shoes are easier as no lugs on the bottom.
