OEM stands for Original Equipment Manufacturer.

OE stands for Original Equipment - what comes on the bike from the factory.

OEM may or may not be OE.

Edit: An example, to clarify: Hayes is an OEM for my bike, Hayes Nines were OE. I've since swapped those for El Caminos, which are OEM but not OE.
