The critical dimension here is the angle from the center of gravity to the front wheel's point of contact on the ground. That's confined to a narrow difference by the need for front wheel wheel/downtube clearance, which these days is tight on both road and track bikes. Race bikes these days have plenty of toe overlap, as does my track bike built in 1968.
In fact my bike with the point of contact farthest back isn't one of my race bikes, road or track. It's my 20" wheel folding bike which I use as a beater. In any case the (700c) bike to bike variance in the CoG/contact point angle is less than the difference a steep descent causes.
All in all, I stand by my statement that track bikes are not significantly more prone to front brake endos by virtue of their short wheelbases. Feel free to differ, as should anyone who cares either way.
