Years ago I heard someone leaning out of a car window yelling about my rear wheel, and it turned out that one arm of a jacket arm had worked loose where it was strapped to the rack. I was very glad that I stopped to correct it. I'd likely stop even now - I'm not beyond mistakes - and if it's nothing, I don't really care unless it starts happening frequently.
