No, JIS stands for the JAPANESE INDUSTRIAL STANDARDS (Committee).

ISO is the INTERNATIONAL ORGANIZATION FOR STANDARDIZATION.

While both of them use mostly metric dimensions there are differences in thread forms and other details.
