To me, that looks like aluminum corrosion. I have an 05 Tarmac that had a lot of that right around the outside bit of the BB shell, right before those bits started flaking off. I also had a handlebar snap on me. When I examined the break, I saw some of that same white powdery looking stuff. I'm guessing my bars got scratched and corroded leading to failure.
