Spindles and axle might be the same or might be different. It's a matter of jargon used by a particular group.

I'm not going to be picky about it. There is no reason to have this level of differentiation when referring to bicycle parts. It's meaningless. Whether you say pedal axle or pedal spindle, I'll know what you are talking about.
