Be careful with vinyl for long term storage. I paid the price. The vinyl out gasses and along with the vinyl plasticizers is a bit of chlorine. Not good.
Back in the day we used wheel covers that went around the circumference, mos could be removed. The best ones were from Clement, made from casings similar to a Seta Extra, even used that label. They also made blue rubber "tires" no bead, cotton liner, those required you remove the wheel to install or take off.
Still have my bad for tires Raleigh Team covers, Turin Bicycle Co-op Chicago and a pair of Blue Clements.
