It does look to be a Raleigh Sports (DL22) based frame, other fork, other crank. A strange color gold repaint I assume I never saw that decal before. 1960 is a nice year.
Does it have a oil port on the bottom brackett?
Are those Weinmann brakes?
Barrel type fork dropouts?
