Actually, axles are a subset of spindles. To be an axle, your spindle must have wheels.
Jargon depends on the users. Users being people, are just like those of us that speak any language. We have colloquial phrases we use that might not be what the dictionary or other accepted technical authorities might want us to use.
So in this case I'll stick with my first answer,
Whether you say pedal axle or pedal spindle, I'll know what you are talking about.
But until someone shows me an axle does not have to have wheels, then I'm sticking with the dictionary for the sake of that "pendantry" thing you've been tossing in there.
