Reverse break levers are used on up right bars all the time. The idea is you use your 2 strong fingers at the end of the lever, where you get the most mechanical advantage, and your thumb and 2 weaker fingers to steer the bike. Some people think there is a danger of forwarded facing levers catching something as you ride.
