I had some kind of thing like that going on with my Zipp 202 hub. I got all worked up, tried to adjust the hub, to no avail. I called Zipp. They said that at low rpms, that kind of thing is normal. When the wheel is at speed, spinning around a zillion times an hour, it has no discernable effect. So don't fret.
