While I'll add a +2 for Easy Motion and Haibike, if you're looking for a budget model the Sondors ships to Europe. Just be aware there really is no customer service or warranty, but a few have gotten attention when they had problems.

Easy Motion is a two wheel drive if you have a hard time with traction.
