Question: could the French threads be used as guide threads for a standard (non-French) die? If so, you could cut standard threads, then cut off the French portion, and make HS and stem fitting that much easier.
In my limited experience, it’s a much better approach to extend the existing thread portion than to cut the fork and then try to cut threads on the blank steerer.
