These are some links that I have found that may be helpful. It appears that a number of prefectures have recently changed their laws to specifically allow tandems.

Hyogo, Ehime, Hiroshima, Miyazaki, Saga, Nagano, Yamagata, Nigata, Gunma and Aichi.
