He said standover was 31.5 inches but, tube measurements center to center were "seat tube 19.5 inches top tube 20 inches". It's not a science, but I can look at the head tube by now and come really close to guessing a frame size. Weird. I think it's more like the size of your bike.
Yeah, the angle of the shots make it hard to compare but to me it looks like the same size too. Have him flip it over to see if the size is stamped on it like mine.
Mines built with Tricolor Shimano 600. Don't mind the grime in this shot, it's from when I picked it up and before I cleaned it up.
