That's entirely possible. But the OP won't know until and unless he properly centers and balances the brake to eliminate the Hi/Lo issue.

If the reach is still a bit short, he can buy another few millimeters by either extending the slots with a rat tail file, or shaving the tops of the shoes so they don't touch the tire.

But it's premature to solve a problem before you know if you have one, so step one is properly mounting the brake so he knows the real situation.
