I have 2 castelli espresso 3 jackets. When temps go below 25 they're my go-to jackets - they also have zip vents in the front in case it gets too warm. I've used them down to 1.6 degrees (F) and they're worth every penny (although I got them on closeout- no way would I pay as much as they retail).
They are windproof - nothing gets in - add or remove base layers with the temps.
I don't use cycling specific gloves- they suck. My favorites for below 30 degrees are isotoner flex gloves - they're really warm, waterproof and have great insulation, but still allow a decent amount of dexterity with your fingers. I also have a pair of seirus mtn challenger gloves that are similar. You can find those on ebay and amazon between $10 and $30 a pair (size dependent). I use venture heat - heated glove liners when it gets really cold - they work and the batteries last a long time - I rarely use them on the highest setting, especially under the aforementioned gloves.
