I have a Che-ez Foz II that I got from geeks.com when I was looking for a small camera for my kayak. It is about the size of a credit card and you can get a waterproof case for it. Camera and case are about $80. 2 mega pixels. Also there are lots of 640x480 cameras for about $15.
