Finally! Someone else who has noticed the biggest screw-up in the histroy of cycling. Seat tube length is almost irrelavent, since it's so easy to change. Standover is even more irrelavent, unless you spend more time standing over your bike than riding it. But top tube length is impossible to change (except by stem length, but this can effect handling if it's less than ~80mm or more than ~140mm), and will have the biggest effect on comfort for most of us. Get your arms and body comfortable, and your legs will take care of themselves.
My advice to you would be to try as many bikes as you can (track or otherwise), in whatever size you feel is best. Get an idea of what measurements (horizontal TT length, and from the saddle rail clamp to the bar clamp) suit your body, and work from there. Seat height and stem length and height are easily adjusted once for optimum comfort (or aerodynamics).
