Reach is the horizontal distance between the BB and the top of the head tube and in my opinion an important factor in selecting a frame. So STA is not so important although it does affect the TT length.
Reach is dependant on head tube height, so it can't be used on its own to determine relative reach. Measuring between a vertical line and a converging line through the headtube is of really limited use.
