Not to mention, a 3 digit combo lock might as well be a 100 combination lock since there is no need to start over if you get the last one wrong. IT would be very quick to simply dial 0-0 and then try 0-9, and then move onto 0-1, etc. So if you ever frequent the same place more than once, even semi-regularly and a thief notices, they can simply try for a couple minutes each time and before long, have your combination. You can, of course, change your combination every so often, but you would never know if you are changing it to one that the thief is just about to try. To make this lock and not make it AT LEAST a 4 digit combo shows they REALLY are marketing this to people who really don't need locks in the first place.
This is to prevent snatch and grab crime of opportunity. Your thief scenario is pretty unrealistic.
